As a follow-up the WCD report: Dams and Development - A New Framework for Decision-Making, IUCN - The World Conservation Union has initiated a World Commission on Dams Consultative Process in Pakistan (WCD-CPP) project in association with the Pakistan Water Partnership (PWP). The project is being carried out with the financial assistance of the Royal Netherlands Embassy (RNE).

GOALS AND OBJECTIVES

The primary aim of the project is to generate recommendations for policy reform by analyzing, reviewing and studying the Dams and Development Report of the WCD with particular reference to public policy in Pakistan, and by contributing to the formulation of a shared view around the current socio-economic and environmental issues related to water conservation in general and large dams in particular.

The project intends to initiate steps to ensure economically viable, socially equitable and environmentally sustainable development in the water and energy sectors, especially large dams in Pakistan.

PROJECT OUTPUTS

The outputs of the project include the formation of a WCD Council, consultative workshops on distinct themes related to WCD, a Water Portal, fact sheets on major water related systems/policies/structures, a project website, translations of select sections of the WCD report, situational analysis of the water sector, panel discussion on the WCD core values and a final policy brief at the end of the project.

 

WCD Council
In order to guarantee the legitimacy of the project’s process and products, IUCNP and PWP have helped formulate a citizen’s council called the “WCD Council.” The Council was formally constituted on 12 September 2003 at Karachi. In the absence of any public sector institution to lead the project or to publicly associate itself with a politically sensitized and provincially debatable initiative and the fact that most relevant ministries/institutions are themselves a party to the debate, the council offers an innovative solution to the problem.

The WCD Council comprises of eminent citizens, whose competence and integrity is beyond doubt and who have no professional stake in the process. It will provide strategic guidance and overall direction to the project and ensure that its outputs feed into public policy formulation. It will also help maintain the neutrality of the process.

Water Portal
The Pakistan Water Gateway, an information portal on water, is a significant output of the WCD CPP project, considering the critical importance of information sharing and access to reliable, water-related data. The portal can be accessed at http://www.waterinfo.net.pk and includes sections devoted to daily water news, key water information, water sector organizations, water experts’ directory, web links and announcements.

Water Fact Sheets
Carefully compiled information about different dimensions of water is available in the form of fact sheets, which provide comprehensive data about related issues in a reader-friendly manner. The fact sheets cover diverse topics related to water systems, policies, and structures such as major dams, hydropower projects, water-related policies, barrages, major rivers, etc. These have been posted on the water portal as well as the WCD CPP website.

Translations
To disseminate key components of the WCD Report widely, a translation of the Executive Summary and Criteria Checklists from the Dams and Development Report in both Urdu and Sindhi has been produced. The Criteria Checklists incorporate considerations for strategic priorities and guidelines from the viewpoint of various project stages.

WCD Brochure
A brochure has been designed to advertise and introduce the WCD and the WCD CPP project to the various stakeholders. It provides background information on the WCD and its report and highlights the consultative process, detailing the themes and venues of the workshops and other outputs.

Water Situational Analysis
A water situational analysis of Pakistan addressing the status of surface and groundwater in Pakistan was undertaken. The document expounds upon the status of various water resources management aspects. It also includes a matrix of implementation, list of water sector projects and strategic recommendations. The paper is available on both the Pakistan Water Gateway and the WCD CPP website.

Consultative Workshops
Six one day, multi-stakeholder national consultative workshops will be organized at Quetta, Skardu, Lahore, Peshawar, Khalabut (Haripur) and Hyderabad. Each of these will deliberate upon a distinct theme with the objective of providing a forum for reviewing the WCD’s strategic priorities, guidelines and recommendations in the national and local context and also enabling the participants to provide feedback on the Dams and Development Report.

Policy Brief
A policy brief will be compiled based on recommendations for the government and other stakeholders generated through the countrywide consultative process. The document will be prepared after completion of the consultative process and will consider the opinion of experts and the WCD Council in conjunction with that of additional stakeholders who may not be able to participate in the workshops.
