PURPOSE

The primary goal of the World Commission on Dams Consultative Process in Pakistan (WCD CPP) Project is to initiate steps to ensure economically viable, socially equitable and environmentally sustainable development in the water and energy sectors in Pakistan, with particular emphasis on large dams.

One of the major outputs of the project is a series of consultative workshops to deliberate upon the findings of the WCD report. The objective of the consultative process is to provide a forum for reviewing the WCD’s strategic priorities, guidelines and recommendations in the national and local context and also enabling the participants to provide feedback on the Dams and Development Report.



The process is designed such that it will facilitate the generation of policy reforms by analysing, reviewing and studying the Dams and Development Report of the WCD with particular reference to public policy in Pakistan and also contribute towards the formulation of a shared view around the current issues related to large dams.

WORKSHOP THEMES

Six (6) one-day, multi-stakeholder national consultative workshops will be organized at Quetta, Skardu, Lahore, Peshawar, Khalabut (Haripur) and Hyderabad. Each of these national workshops will deliberate upon a distinct theme which is both, directly related to the Dams and Development Report (DDP) and an issue of concern in the local context. The consultative process will broadly cover the whole DDP Report, incorporating social, environmental and economic issues as well as positive and negative aspects of large dams, in the debate.

Since the goal is to amass views of all stakeholders on the level of acceptability and adaptability of the DDP report, it is envisaged that valuable input would be generated if the workshop is based on a theme relevant to the local setting. It is likely that participants would have comprehensive insight and developed opinions on such issues.

To undertake the debate in all major geographical locations of the country, cities in all four provinces have been selected. The themes that would be addressed by the workshops are detailed in the table below:

FORMAT OF THE WORKSHOPS

The format of the workshop has been carefully planned such that all its components work towards the acheivement of the objectives of the consultative process. The workshops are envisaged as national events, with participation from a wide range of stakeholders from all over the country. Invitees will include representatives of the federal and provincial governments, non-governmental organizations, civil society, academia, United Nations organizations and the private sector. Selected members of the WCD Council and donor and media representatives will also be invited to the workshops. Together they will represent diverse professions and interests, with a stake in the water and energy sector in Pakistan.

Each workshop will contain modules developed around a distinct theme, which has relevance in the local context and is also an essential constituent of the WCD report. The event venue shall, therefore, have bearing on its theme. This, it is hoped, will pre-empt heated debates on politically sensitive issues, colored by provincialism, and allow for free and open discussion on all issues. The theme-based workshop design also incorporates crucial dialogue on the WCD strategic priorities, guidelines and the rights-and-risks approach.

Policy recommendations will be generated through a partcipatory group work exercise that will allow the participants to freely voice their views. These will be synthesized for the approval and input of the WCD Council before being finalised and disseminated in the form of a Policy Brief.
