Workshops
Six one-day, multi-stakeholder national consultative
workshops will be organised at Quetta, Skardu, Lahore, Peshawar,
Khalabut (Haripur) and Hyderabad. Each of these national workshops
will deliberate upon a distinct and independent theme with the
objective of providing a forum for reviewing the WCD’s strategic
priorities, guidelines and recommendations in the national and
local context and also enabling the participants to provide
feedback on the Dams and Development Report. The themes include:
Water Management Options - Impacts on
Land, Agriculture and Livelihoods
The theme will focus on the social, environmental
and economic aspects of various issues including land, agriculture
and livelihoods. Deliberations on water management options during
planning, construction and operation phases would be undertaken
to propose development options and policy recommendations.

Upstream riparian rights and the context
of water infrastructure development
The theme will contribute towards a greater understanding
of issues related to upstream riparian rights in relation to
water infrastructure development projects. The debate will help
in the formulation of a comprehensive policy brief including
recommendations related to the Northern Areas from where the
river Indus enters Pakistan.

Decision-making for Sustainable Investment
in Water Sector Infrastructure Projects
The theme will look into the economic aspects of
water sector infrastructure projects and create a nexus with
the social and environmental factors to be considered during
decision-making. The workshop will deliberate on some of the
cross-cutting issues such as biodiversity aspects, climate change
impacts, economic benefits, social impacts, poverty nexus, etc.
Participatory deliberations are planned to encourage participants
to get to the crux of the matter and enable development of policy
recommendations on the subject.

Integrated Flood Management Options to
reduce Vulnerability of Communities
The theme will consider the flip-side of flood
management practices which includes issues such as the need
for floods in certain scenarios, options for a mixed policy
of flood management with the use of non-structural measures,
recommendations for decreasing the vulnerability of communities
during water infrastructure development projects, etc.

Mitigating Social Impacts of Large Dams
The workshop will consider options for mitigating
social impacts due to large water infrastructure projects especially
large dams. Special attention will be given to social impacts
related to resettlement of people, livelihoods, poverty and
inequity. The theme-based approach will incorporate multi-faceted
brainstorming to devise recommendations in areas of global and
national significance.

Environmental Flows Requirement - Impacts
on Aquatic Life, Biodiversity, Floodplains and Ecosystems
The discussions will analyse
the situation using the recommendations of the WCD report related
to its core values, the rights and risks approach and relevant
strategic priorities. The concept of environmental flows will
be introduced and current national issues such as sea intrusion,
water-logging and deterioration of coastal ecosystems will be
discussed.
